Mr.Jameson,

Para.4. The authorities mentioned by

the Governor referred to the 1930 account.

My report (para.4) was on the 1929 account

and I think that the Hong Kong Government

should have obtained the sanction of the

Secretary of State for the excess expenditure

in 1929 and the procedure of charging this

excess to Head 1, Loan Account.

Para. 2. The fact that the approved

Standard Stock is $150,000 plus the value of

the SS.Tokuyama Maru rails has been noted.

C.16564/26 does not appear to have been

returned to the Colonial Audit Department after

action to see decision.
